Steward filled in as sheriff of Cumberland County for quite a long time from 1994 to 2016, when he resigned. He was one of the longest-serving, and most well known, public authorities in the region.

A local of Robeson County, he was brought up in Fayetteville’s Massey Hill region. Last August, Butler was regarded with the renaming of a road outside of his home church, Massey Hill Baptist, presently known as Moose Butler Lane.
He moved on from Massey Hill High School in 1956 where he was a star football player. In 1955, Butler was named to the National High School All-American Football Team. His colleagues were the ones to give him the nickname “Moose,” as per the Sheriff’s Office.
